The board approved a resolution supporting a stormwater management plan required under MS4 rules; administration said the measure is primarily a plan and mapping requirement rather than a mandate for immediate capital upgrades.
The Midland Public Schools board voted Jan. 20 to adopt a resolution supporting the district's stormwater management plan, a compliance step tied to municipal separate storm sewer (MS4) requirements under the Clean Water Act and overseen in Michigan by EGLE.
Anna, the district presenter, explained that MS4 covers storm drains and drainage systems that carry rain and snowmelt directly into rivers, lakes and streams. "It refers to the storm drains and drainage systems that carry rain and snow melt," she said, adding that runoff can carry oil, trash, fertilizers and sediment into waterways. She told the board the resolution documents the district's commitment to map drains, follow a documented plan, maintain good housekeeping and train staff.
Anna said the MS4 step is primarily a management and documentation obligation rather than one that immediately requires capital upgrades. After a motion to adopt the resolution, the board approved it by voice vote.
The resolution formalizes the district's compliance posture under state and federal water-quality rules and keeps the district eligible for an MS4 permit overseen by the Michigan Department of Environment, Great Lakes, and Energy (EGLE).
