Planning commission approves final record plat for residential redevelopment at 5906 Halpine Road

The Rockville Planning Commission voted unanimously Dec. 10 to approve final record plat PLT2025‑00642 to resubdivide Parcel A of the Alpine Baptist Church subdivision at 5906 Halpine Road, a step staff said is needed to move the previously approved redevelopment into permitting.
Christopher Davis, senior planner for City of Rockville staff, told commissioners the 1.5‑acre parcel, currently improved with a church and surface parking, was rezoned and approved earlier in the year and that the record plat establishes two record lots and an open‑space parcel (Parcel A‑1) and allows dedication of right‑of‑way along Ardennes Avenue. Staff found the plat met the necessary requirements and recommended approval with conditions listed in the staff report.
Patricia Harris of Lerch, Early & Brewer, representing the applicant, said the applicant accepted the staff conditions and was ready to proceed to the permitting phase.
A commissioner moved to approve the plat “subject to the conditions in the staff report”; the motion was seconded and the commission recorded three ayes and no opposing votes. The chair noted the motion passed unanimously.
Next steps include completing the record‑plat filing and proceeding with building permits under the project’s previously approved floating‑zone project plan and site plan.
