Lakewood commission forwards 2025 comp-plan docket including study of LRI Sales Road rezoning

The Lakewood Planning Commission on Oct. 2 voted to recommend the city’s draft 2025 comprehensive plan amendment docket to the city council, including an item that would authorize staff to study reinstating industrial land use on the easterly portion of LRI’s Sales Road site.
Miss Spear said the commission’s role at this meeting was procedural: to set a docket for council consideration next spring, not to make substantive land-use decisions tonight. "This is simply the planning commission preparing a recommendation onto the city council about which items should be considered and talked about substantively starting next spring," she said.
The city recommended seven items that staff characterized as required by state law — including updates related to coliving/single-room-occupancy regulations, capital facilities and utilities to meet new state climate requirements, middle housing consistency, and a commute trip reduction plan for 2025–2029 — and several tentative items that the commission may forward for analysis.
One tentative item is a request (raised in public comment and in a written submittal) from LRI/Waste Connections to study reinstating industrial zoning on the easterly part of its Sales Road parcel. Josh Friedman, speaking for LRI, LeMay and Waste Connections, urged the commission to approve the docket and to authorize staff to evaluate reinstating industrial designation in part of that site so the operators can continue to serve housing and job growth. "We ask and recommend that you approve the draft 2025 comprehensive plan amendment docket that the city's professional staff have prepared for you this evening," Friedman said.
Commissioner Lynn Larson asked staff to confirm that LRI's written comment seeks reinstatement of a split zone limited to the easterly portion outside the air corridor; Miss Spear said a late written comment was received and that the question can be examined in next spring’s docket analysis. "At this point, it's really just, again, to keep it in the docket so the review can happen next spring," she said.
The commission approved the docket by voice vote and directed staff to prepare the analysis and follow the state timetable for items that must be completed by June 30. The docket, if accepted by council, will be evaluated substantively next year and may require additional funding if the council decides to pursue new subarea plans or boundary changes.
