The key modifications included increasing the interior side setback along the eastern property line from 25 feet to 140.8 feet, orienting the building to the interior of the mixed-use Westridge Square development rather than West Patrick Street, permitting limited lighting spillover to address safety in existing built conditions, reducing a parking setback from 25 to 10 feet, allowing six ATM stacking spaces instead of seven, and reducing a one-way drive-through lane width from 15 to 11 feet. Staff recommended each modification as consistent with the comprehensive plan and with compensating design features such as additional landscaping and pedestrian connections.
Applicant Reid Cooksey (Stonefield Engineering) described pedestrian improvements including an 8-foot shared-use path connecting Route 40 to Key Parkway, enhanced landscaping (planting 6 street trees where only 2 were required), and an overall reduction of building footprint to improve walkability. Commissioners asked about queueing, circulation, and lighting; staff and the applicant noted an ATM stacking study and photometric improvements to limit glare while improving safety.
Each of the nine actions — the individual modification approvals and the final site-plan approval — passed on roll call with the motions and conditions read into the record. Staff listed conditions for final site-plan recordation, including updating the cover sheet and permitting summary, securing unconditional approvals for related plats and the preliminary forest conservation plan, and ensuring final master-plan approvals are recorded.
