Pflugerville staff update CIAC on water, wastewater and parks projects including Monarch Recreation Center

Cindy Fro, the city's CIP program manager, told the Capital Improvements Advisory Committee that Pflugerville is tracking 58 active CIP projects across utilities, transportation, parks and facilities and that staff will provide more detailed FY27—FY31 CIP materials in April. "We're going to be back to see you in April with more updates," she said.
City Engineer and Utilities Assistant Director Jeff Dunsworth outlined the city's large utility projects. He said the water treatment plant expansion will grow treatment capacity from about 17.7 million gallons per day to roughly 30 million gpd and that staff successfully secured an additional 12,000 acre-feet per year from the Lower Colorado River Authority (LCRA), bringing the cited total allocation to about 24,000 acre-feet. Dunsworth also reviewed a 15-mile raw-water pipeline and several wastewater interceptor projects, and said many components are scheduled for construction in 2026-2027.
Operations Director of Public Works Evan Negroshel summarized transportation work: street packages in residential neighborhoods are advancing to bid or construction (Street Package 1B/1C), Kelly Lane Phase 3 is preparing for bid, and East Parkway conversion to four lanes is moving toward procurement. Negroshel highlighted interlocal coordination with Travis County and Williamson County for projects that cross jurisdictional lines.
Parks and Recreation Assistant Director Jeff Bachey presented plans for the Monarch Recreation Center: a 129,000-square-foot multigenerational facility the presentation lists as opening Jan. 1, 2027, with multiple indoor courts, 12 pickleball courts, a large fitness area, indoor aquatics with lap lanes and a splash area, a 300-person event hall with kitchen and retail space connected to the downtown plaza. Bachey said some novel features include an indoor "stand-up" slide and an esports lounge; pricing and staffing plans were still being developed.
Bachey also described near-term park projects: 1849 Park Phase 2 is nearly complete (landscaping and fields), destination playspace design is under review (RFQ closed Jan. 22; Bowles Park was identified as the site), and Lake Pflugerville Phase 2 design is set to begin to expand beach, trail and boardwalk amenities.
At the meeting's close, the committee approved the consent agenda (minutes) by voice vote and adjourned at approximately 6:36 p.m. Staff will return in April with updated CIP materials for CIAC review.
