Pflugerville council adopts information-access policy, trims CO notice for public-works complex to $42 million

The Pflugerville City Council took two related administrative actions on Jan. 27: it amended and approved a council-member information-access policy and it revised a published notice of intent for certificates of obligation tied to a public-works complex.
Council members discussed whether the council information-access policy should be folded into a broader ethics package under development by members of the council. One council member said he and Councilman Kaufman were working on an ethics proposal that would encompass the access policy. The council briefly went into executive session with the city attorney; when it returned the Chair said no action was taken in the executive session.
A motion to approve the council information-access policy "as amended" carried after a motion and second; the transcript records one 'no' vote (Council member). The Chair announced the tally and the meeting moved on.
Separately, council considered a pulled consent item (4g): a resolution authorizing publication of notice of intent to issue combination tax and limited-revenue certificates of obligation not to exceed $50,000,000 for the public-works complex. Council members questioned why the notice was set at $50 million when supporting documents showed a lower projected need (about $41 million). Staff said the notice is a not-to-exceed figure included in the budget document and that the city could reduce the amount before issuance. "We can change the notice of intent with your motion to put it down to 42 or 41," Tracy said. Following discussion, a motion to set the notice at 'not to exceed $42,000,000' passed unanimously.
