Pflugerville charter review commission convenes; Jim McDonald elected chair, Lacey Wolf chosen vice chair

The Pflugerville Charter Review Commission met jointly with the City Council for an organizational session in which city attorney Charlie Zek reviewed the commission’s responsibilities, members elected leadership and adopted operating rules and a meeting calendar. Jim McDonald was elected chair and Lacey Wolf was elected vice chair; a motion to adopt the commission’s rules and schedule passed by voice vote.

Zek, who identified himself as the city attorney and a municipal-law practitioner, told commissioners the city charter is the city’s foundational document. “Remember, the charter is essentially the constitution of the city,” he said, urging the group to focus on governance issues rather than day-to-day politics. He reviewed distinctions between Texas general-law and home-rule cities and noted that Pflugerville is a home-rule city, which gives the charter primary authority on local governance matters.
