City staff presented the Consolidated Annual Performance and Evaluation Report (CAPER) for program year 2024 and the Planning and Zoning Commission voted to recommend approval and forward the report to City Council.
Kristen (staff) summarized accomplishments: continued design work on Parkway Drive, completion of streetlight infrastructure in the Edgemere and Windermere subdivisions ready for installation, youth and senior scholarships (19 total recipients: 17 youth and 2 seniors), workforce-training support for six residents, and $304,316 in CDBG expenditures for programs serving low- and moderate-income residents.
Kristen said the next steps are a City Council recommendation the following week and submission of the CAPER to the U.S. Department of Housing and Urban Development to meet HUD deadlines. Commissioners asked about outreach and lessons learned; staff said the city will expand targeted promotion of senior scholarships via senior centers, the rec center and social media, and will coordinate with schools and block groups where appropriate.
The commission moved to approve the CAPER by voice vote with no recorded opposition; staff said the CAPER will be submitted to HUD by the end of the month and the commission's recommendation will go to council.
