Commissioners discuss absorbing VOCA position into district attorney's budget and set personnel placeholders

Jill, the deputy administrator, explained that a VOCA-funded position held by the county had historically received about $27,500 a year in grant funding that has now dried up. She told the board the county can fold that position into the district attorney’s budget so the service remains available, and that the matter will be formally reflected in the DA’s upcoming budget recommendation.
The board also considered cost-of-living placeholders for personnel budgeting. Commissioners compared measures — Social Security Administration 2.8%, CPI‑Northeast 3.3% and CPI‑U 2.7% — and debated using a figure between roughly 2.9% and 3.3%. After discussion, the board accepted 3.3% as a placeholder for personnel estimates in the draft FY27 budget.
On personnel changes, the board introduced and welcomed Cheyenne Miller, who staff said has been scanning legacy records and will assist with getting documents online. Cheyenne said she was raised in Richmond and will begin a criminal-justice program at CMCC this fall.
After an executive session on personnel matters, the board voted to accept the resignation of Amber Jones, effective Feb. 10, 2026. Commissioners thanked Jones for nearly five years of service and asked staff to process the resignation and post any resulting vacancy.
Next steps: the VOCA position and COLA placeholder will be carried into the county’s budget deliberations; staff will continue personnel recruitment and provide budget figures to commissioners as they proceed.
