Sheriff reports high jail counts; commissioners approve public-safety contracts and weapon-storage grant

Sheriff Europe told the Lincoln County commissioners the jail population was "pretty high" and listed several in-county and out-of-county detainees before asking the board to approve a series of public-safety purchases and contracts.
The sheriff asked the board to accept an $18,893 Burn State Crisis Intervention Program grant to expand secure weapon-storage space in the evidence room, describing masonry work that would increase capacity for firearms seized as evidence. "This will allow us ... to do some masonry work ... and essentially double the space that we have ... to store firearms that are seized as evidence," he said. Commissioners approved acceptance of the grant by motion, second and unanimous voice vote.
The board also approved four municipal animal-control contract renewals (Alna, Newcastle, Edgecomb, Jefferson), a $3,000 purchase authorization for LexisNexis Trax (cell-phone data tool), a capital purchase for EasyStreetDraw to integrate with the Central Square system, and renewal of an accreditation-support agreement with Derigo Safety for $4,200. The sheriff also requested authorization to go out for bids on four 2026 cruisers; the board authorized the process with a return expected at the March meeting.
Communications staff described a combined Zetron/RCM radio maintenance agreement negotiated down from a proposed increase and noted a 3% discount for prepayment; the annual maintenance figure presented was $44,091.85. The board approved the contracts and the purchase requests by unanimous votes.
Why it matters: The grant and contract approvals affect evidence handling, communications reliability and day-to-day sheriff operations. The cruiser bid authorization begins a multi-thousand-dollar procurement process that will return to the board for award.
