Council continues public hearing on Colorado Boulevard closure amid staff recommendation for phased approach

City traffic and planning staff presented a proposed ordinance to close Colorado Boulevard between Harwood Road and Boulevard 26 to through traffic, arguing the street's straight alignment functions like a collector and invites non-local cut-through traffic.

Caroline Wagner (staff) said the street was reconstructed in 2010 and serves 21 homes directly; staff told council they had solicited feedback from 147 properties and that residents on Colorado Boulevard itself largely support closure while some adjacent-street residents oppose it. Wagner said staff recommends a phased approach: install a temporary barricade north of Stanley Street immediately and replace it with a permanent emergency-access gate within six months to preserve emergency-vehicle access.

Council asked about public notification and signage; Wagner said staff would use social media, map platforms (so navigation apps avoid directing traffic through the neighborhood), and physical signage at key approaches such as Bob Street. With no public speakers, the council voted to continue public comment and the hearing on Ordinance No. 3943 to Feb. 9, 2026 to allow additional input; the motion passed 7-0.

The item will return to council Feb. 9 for additional consideration and possible action.
