Public hearing on CDBG-funded Windle Court South reconstruction continued to Feb. 9

City staff presented a proposed Community Development Block Grant (CDBG) project that would reconstruct Windle Court South from Willowcrest Drive to the cul-de-sac, roughly 680 linear feet, rebuilding the existing asphalt with stabilized subgrade and reinforced concrete pavement.
Nathan Frum (staff) said North Richland Hills is an entitlement city and receives annual CDBG funds and that HUD requires a public hearing to receive citizen input. "The city is expected to receive approximately $287,000 in CDBG funding," Frum said, adding the total project cost is approximately $534,000, with the funding gap covered by prior CDBG project savings and the preventative street maintenance program. Tarrant County would manage and administer engineering and construction for the project.
After presentation and no public speakers, Council member Gaetz (speaker 13) moved to continue the public hearing for Resolution No. 2026010 to the Feb. 9, 2026 council meeting to allow additional public input; the motion passed 7-0. Staff told the council written comments and emails will be accepted while the hearing remains open.
The item will return to the council on Feb. 9 for further consideration and potential selection of the CDBG project for the city's program year.
