Vice chair moved the amendment and the committee adopted it by voice vote. Representative Carter and Representative Breyer both expressed support during discussion; no extended debate followed. The committee then took a voice vote on HB 407 as amended; the amendment passed and the bill was forwarded to the House floor. Representative C. Fitzpatrick was recorded as opposed during the voice vote, and proxies were entered before the bill was reported out.
