Planning staff and commissioners said they believed Balsamin had complied with that practice historically but agreed it was reasonable to make the driveway usage part of the permit. Commissioner (speaker 5) moved to approve the conditional‑use permit with that stipulation; the motion was seconded and passed 7-0.
