York County board approves haul-road agreement with Precision Pipeline, asks for sheriff patrols

The York County Board of Commissioners on Nov. 12 approved a haul-road agreement with Precision Pipeline that sets recommended truck routes and identifies bridges that should not be used by pipeline traffic.

The board reviewed a map of recommended routes; county staff noted the map’s black lines as "the approved recommended routes" and described red marks where bridges are not suitable for the company's trucks. A commissioner said the agreement had already been signed by Precision Pipeline on Nov. 4 and moved to approve the county’s corresponding agreement.

Commissioners discussed whether the signed map should be attached to the agreement as a formal exhibit and asked county staff to include a copy with the final document. A commissioner noted public-safety and staging concerns near equipment yards and said he would ask the sheriff’s department to “patrol a little harder” around sites where trucks will stage and travel. The board approved the motion to accept the haul-road agreement.

The approval formalizes the route recommendations and a process for the company to move equipment through county roads. The board’s action did not change any permits issued by other agencies and did not itself authorize work on private property.

The board asked staff to ensure the final agreement package includes the recommended-route map and to coordinate with law enforcement about patrols and traffic safety near staging areas. No public comment on the agreement was recorded during the meeting.

What’s next: County staff will attach the map to the agreement file and work with the sheriff’s office on enforcement and patrol plans; no further county vote on the agreement was recorded at the Nov. 12 meeting.
