York County commissioners approve overlay contract, plan ARPA filing and interlocal agreement

Commissioner (S7) moved to approve the bid from the pavers for the overlay projects; the motion was seconded and passed on a roll call vote. After the motion, commissioners discussed administrative steps needed to formally designate funds: the board will file the required ARPA designation form by year end and staff will prepare an interlocal agreement so both the county and the city sign a document assigning payment responsibilities.
"That's my recommendation is go with pavers," said Staff member (S1) during the cost-share discussion. Clerk (S8) carried out the roll call that recorded affirmative votes and the board confirmed the award.
Staff said an interlocal agreement will be drafted and returned for signature so each party’s contribution is clear; county staff also noted the need to designate the funding source on the appropriate ARPA reporting form. No protest or public comment on the procurement was recorded at the meeting.
Next steps: staff will prepare the interlocal agreement and the ARPA designation paperwork; the board authorized moving forward with the contract award.
