York County commissioners reappoint highway superintendent, approve juvenile diversion grant and vendor claims; agree to offer floating holiday

York County’s Board of Commissioners on the first meeting of 2025 took several routine and substantive actions: it reappointed Harvey Keim as highway superintendent, approved an $84,000 juvenile diversion grant application, approved vendor claims and payroll, and agreed to keep the courthouse open on a newly proclaimed federal holiday while offering county employees a floating holiday to use during 2025.

Chair (speaker 2) asked Harvey Keim whether he wished to continue as highway superintendent; Keim said he would. Commissioner Jack Sykes moved to approve the reappointment; the motion was seconded and carried on a unanimous roll call.

Tristan, the juvenile diversion coordinator, presented an $84,000 EB grant application to support two positions’ wages and fringe benefits; the board authorized submission and acceptance of any award. The motion to approve the EB grant was made and passed by roll call.

The board also approved vendor claims and payroll in a consent vote.

On the newly proclaimed federal holiday, the Chair proposed keeping county offices open and granting staff a floating holiday to use through 2025 so employees would not unexpectedly lose work hours; he said, "My idea is building remains open because most people are still gonna be on about doing their business, and then you can ... give all the help of floating holiday that they can use throughout this year." The county court representative noted that judicial operations must remain accessible and that some court staff would still be present; legal and payroll staff will confirm whether holiday pay/time-and-a-half applies. The board reached a consensus to keep the courthouse open and offer a floating holiday, subject to payroll/HR confirmation.
