The Rochester City Council on Jan. 6 approved a package of land‑use actions that clear the way for new housing, transit‑oriented development and an affordable housing project, and authorized a city compliance software contract.
The council adopted a resolution approving major land subdivision CD2024‑042 (Heim Addition), which splits roughly 8.54 acres into 11 residential lots and two outlots after the planning commission’s recommendation and with seven conditions. Neighbors had urged improvements to 25th Street Southwest, citing narrow lanes, lack of sidewalks, poor lighting and winter slipperiness; the applicant and public works staff said the project did not meet the city’s trip threshold for a full traffic study but that the corridor is on the city’s long‑range list for future improvements.
Council members also approved Harvest View 8, a preliminary plat by Bigelow Homes for 37 single‑family lots on roughly 12 acres in northwest Rochester, and Ridge Zone Estates, an eight‑lot subdivision by Rodriguez Investment Group. Both motions carried unanimously with conditions recommended by staff.
The council approved a final plat by Mayo Clinic for the Rochester West Transit Village, a 14.13‑acre site planned to include an employee parking ramp, multifamily housing and commercial spaces as part of the LINK BRT project. A transit operator raised concerns about bus shelter placement and turn radii during public testimony; city staff said shelter and operational details will be considered during design.
Council also granted a petition to vacate a 10‑foot utility easement to allow construction of a 48‑unit affordable housing project (Restoration Glen); staff said RPU will secure a replacement public utility easement along the road frontage because there are no active utilities in the easement being vacated.
A zone change requested by Diamond Land Holdings LLC rezoned roughly 2.39 acres along Highway 14 from MXS to MXC to remove a 15‑foot maximum setback that staff said was inappropriate for a high‑speed corridor. The council directed the city attorney to prepare the ordinance for first reading.
On the administrative side, the council authorized a contract combining prevailing‑wage and targeted‑business compliance tools (eComply paired with B2Gnow) to automate tracking across an expected increase in capital projects; staff said the software charges are billed back to projects and have no impact on the city’s tax levy.
Several of the land‑use motions were recorded as passing unanimously. The council accepted a feasibility report for the 17½ Street NW reconstruction project and set a public hearing for Feb. 19, 2025. The meeting closed after a contested amendment to the council’s appointments list and passage of the amended slate of committee assignments.
