Council hires Payne & Dolan to pave South 5th Street; contract capped at $28,700

The Escanaba City Council approved hiring Payne & Dolan to pave South 5th Street (2nd to 3rd Avenue South) at $140 per ton, for an amount not to exceed $28,700.
City administration said one bid was received and recommended awarding the work to Payne & Dolan. Officials explained a storm-sewer failure led to complete removal of the east side of the roadway, and because mobilization was already available it made sense to tie in the west side work with the east-side paving for cost efficiency.
“Given the concrete underneath and the timing, it really makes sense to tie it in with the West side,” a city administration representative said, noting the overall look and cost effectiveness of completing the work now.
Council member (speaker 5) moved the approval and the motion was seconded; a roll call recorded affirmative responses and the contract award was approved.
The award covers paving of the intersection of 2nd Avenue South and 5th Street and the west side of South 5th Street; administration said the work was not originally planned for the full corridor but that the recent sewer failure changed the scope.
