Statutory CIAC appointments: Staff explained a change in state law requiring that at least half of the Capital Improvement Advisory Committee (CIAC) come from real estate or building industries and not be public officials. Marcus Davis and Sally DeSalas were approved to meet that statutory requirement; staff also identified the planning-and-zoning chair and vice chair as part of the CIAC composition as required.
Finance & budget: Christine (Chris) Bailey and Annabelle Sanchez were approved to serve on the finance and budget committee; both candidates emphasized spreadsheet fluency, budget transparency and prior experience in municipal finance-adjacent roles.
