The Pflugerville City Council voted Nov. 12 to approve a PCDC Community Engagement Grant—reimbursement not to exceed $300,000—to support essential repairs and upgrades at Fuller Bell ISD youth baseball and softball fields.
A PCDC representative summarized that requested supporting documents had been provided but that some tax returns and financial statements from earlier fiscal years were missing; the nonprofit applicant said it had received an IRS letter dated Nov. 7, 2025, showing its filing had been received and that outstanding returns were being finalized.
Tracy, a representative of the youth baseball organization, told council the fields need fence replacements for safety and argued that the group is a volunteer nonprofit that does not take on debt. "We don't take on things that are gonna put our youth at risk," she said, urging council to approve the reimbursement so the organization can repair fences and continue programming.
Council members questioned whether federal‑tax filings were current and whether the grant money duplicated or supplanted other recent $10 million park investments at 1849 Park; presenters said the grant is a reimbursement and that fencing contractors had found the existing fences unsafe and difficult to repair. Council member 17 moved approval and the motion carried.
Council directed staff to ensure required documentation (tax returns, photos of fencing, financial statements) is in the grant file and to confirm IRS standing; council approved the grant and authorized the PCDC executive director to execute the agreement.
