Council approves Kelly Lane Park construction contract and prefabricated restroom purchase

Council approved a construction contract with Patent Construction LLC for Kelly Lane Park and separately authorized purchase of a prefabricated restroom for that site on Aug. 26.

Jeff O’Shea, assistant park director, described the community park as including three outdoor pickleball courts (the city’s first), a 5–12 playground with shade, a prefabricated restroom, 18 parking spaces, shade structures, picnic tables and about a half mile of new trail. O’Shea said the design emphasizes limited irrigation and lower maintenance and that the restroom cleaning contract will provide weekend and midweek service. Construction is planned to be awarded in the month following the meeting, with an October 2025 let date and a spring 2026 completion target for primary elements.

Council discussed proximity to a busy thoroughfare, neighborhood input, and whether the park design leaves room to expand pickleball courts if demand rises. Parks staff said there is room for at least one additional court in future phases and that the project will be funded by savings from the 2020 bond neighborhood parks program rather than require new bond funds.

Both the construction contract (about $1,939,680) and the restroom purchase ($168,167) were approved (motions carried). Council asked staff to monitor maintenance costs and to plan future parking or expansion options if demand warrants.
