The Pflugerville City Library Board unanimously approved revised library policies at its recent meeting and reviewed the local budget impact of a roughly $600,000 tax-increment reinvestment zone (TIRZ) revenue recalculation.
During the director's budget update, staff outlined how an appraisal-district recalculation of TIRZ revenue caused “about a $600,000 issue for our current budget,” an agency official said. The official added the adjustment moves money into a different fund and not into the city's general fund, which limits what can be used for library operations.
Director (staff) said the change will not affect library programs but will reduce the collection budget. “We did not have any cuts in our program budget. Our collection budget, we did see a decrease in that,” the director said, and noted some planned purchases could be deferred and less costly shelving extenders will be used instead of buying large new shelving units.
Board members and staff discussed the broader context: slower-than-expected development-fee revenue and changing development patterns contributed to the shortfall, staff said. The director said the city is tracking membership and circulation and will reassess after a large library event in September.
The policies vote came later in the meeting. Chair moved to approve the library policies as previously reviewed; the motion was seconded and the board approved the policies by unanimous voice vote. The motion was recorded as passed; no roll-call tally was read aloud.
Next steps: staff will continue to refine budget projections, incorporate comments on the library's five-year plan and bring final figures and the plan back for a vote when the fiscal numbers are available.
