Shelby City Council advances charter amendments, confirms shade-tree appointee and approves emergency ordinances and levy resolutions

The Shelby City Council met and handled a mix of committee reports, appointments and several pieces of legislation, including emergency ordinances and levy-related resolutions.
On a motion and roll-call vote the council confirmed a nomination to the Shade Tree Commission to fill a term ending 12/31/2026. Council members publicly thanked outgoing member Mary Ann Hawk for her years of service before the confirmation passed.
The council considered Ordinance 8-2024 (amending vacation provisions for employees) and voted to amend it to include emergency language that raised the passage threshold; after the amendment passed on roll call the ordinance passed its third reading and was adopted as an emergency measure so the change could take effect immediately.
Council also suspended the three-reading rule for Ordinance 14-2024, a codification and update of the city’s credit-card policy that establishes department-level cards and additional security and tracking measures, and approved it as an emergency. City staff told council the bank offered cards assigned by department and that the change would improve security and operational flexibility.
On elections-related business, the council gave first readings to several charter-amendment orders proposing changes to various sections of the charter and submitting them to the electors. One proposal, Order 13-2024, which would move the nominating-petition filing deadline from 75 to 90 days to align with other jurisdictions, produced extended debate. A council member opposed the change citing Shelby’s early primary calendar and concerns about narrowing the candidate pool; the transcript records that the measure failed on the reading.
The council approved Resolution 23-2024, authorizing a $15,652 contract change order for the Seneca Wyandotte sanitary sewer project, and passed Resolutions 24-2024 and 25-2024 declaring levy necessity for the Shelby City Health Department and the Shelby Board of Park Commissioners under cited Ohio Revised Code sections. All three resolutions passed on roll-call votes.
Council adjourned after a brief recess and a point-of-order exchange about reading and passage rules.
