County staff detail compressor and generator repairs, courthouse waterproofing and DOT paving plans; FEMA land use discussed

"When I did that, about half a gallon of water come out of it," S2 said. He suggested the problem may require flushing the line and changing filters.
S2 said he visited a waterproofing contractor in Fort Madison to evaluate courthouse cement and that the contractor was unsure whether repairs would be possible. Staff noted a postponed department head meeting and a single payroll change on the agenda.
A staff member (S3) provided an update on road projects and coordination with the state DOT. S3 said DOT was completing surveys and plot work and that earthwork for a new bridge would be included in the same package; S3 reported DOT indicated a timeline that would likely include a temporary closure and detours. "They're gonna close down the K Road... sounds like May 1, and they have 45 days or have calendar days to get that job done," S3 said, adding the Cairo area would probably be closed during May and June while work proceeds.
Chair (S2) relayed citizen concern that the transition from four lanes to two north of town can confuse nonlocal or elderly drivers and asked staff to contact DOT about clearer directional markers to improve merging. "If you could send somebody a little note to the DOT and say, hey, little arrows or something?" S2 asked.
During public comment, a resident (S5) asked whether the county had advanced plans for using FEMA-owned ground. The resident said they had not heard much and recommended further work; the chair (S2) said the county could look into it and suggested a test site such as Hawkeye Woods, but no committee was formally appointed and no action was taken. The chair summarized limits on FEMA land use discussed in the exchange: leased or rented federal land generally does not allow building and is more limited to mowing, grazing or open/public uses.
