Planning staff reported that as a follow-up to the purchase agreement for the US‑23 North property, the city needs to establish a Corridor Improvement Authority (CIA) and prepare a development and tax‑increment financing (TIF) plan to support the Gardens At Alpena development.
"The estimated total cost of the project is $16,520, but will be billed as actual time and materials," Rachel said, and staff recommended contracting Mac Consulting Service LLC for the CIA and district establishment and development and TIF plan work.
Council member moved to approve the agreement with Mac Consulting Service LLC for CIA and district establishment and the preparation of a development plan and TIF plan, not to exceed $16,520, with the city and the developer each covering half the cost. Council also approved a budget amendment to increase the planning department's contractual expense by $16,520 and record $8,260 in revenue for reimbursement. The motions passed by voice vote with council members recorded as voting "aye." The manager was authorized to sign the agreement.
The work is the planning step to set up the CIA and to create the TIF framework; staff said it will be billed on a time‑and‑materials basis and that the city’s portion will be deducted from general fund balance. The council did not set a timetable for the CIA formation beyond the contract authorization; staff will return with required documents as the consultant progresses.
