Sheriff's office to switch commissary vendor, board approves opening new account

Representatives from the York County Sheriff's Office told commissioners on Aug. 20 that they plan to switch commissary providers to Sterling and asked permission to open a new account at Cornerstone Bank and transfer the existing board‑set balance.
A sheriff's office representative (speaker S12) explained the change would allow kiosks in the lobby and booking area, reduce manual cash handling and related liability, and streamline loading funds directly to inmate accounts. "We would transfer that money into the new account including any current inmate balances... and then we would start, from there," S12 said.
The sheriff's office said leftover funds in the old account that are not current inmate balances would remain in that account for two years; after an attempted refund process the remaining balance would be remitted to unclaimed funds. Commissioners approved a motion to open the new commissary account, list county signers, and allow the transfer of the established $2,000 starting balance.
Separately, the board discussed a sheriff vehicle on vendor claims and whether it should be charged to current budget or federal funds; the sheriff's office said it would work with the board on funding classification if needed.
