York County directs staff to seek bids for three paving projects using ARPA funds

York County commissioners on Aug. 20 authorized staff to develop specifications and seek bids for three county paving projects, with an eye to using remaining ARPA funds to pay for the work.
Chair (speaker S1) said the county must have projects under contract by the end of the year to obligate ARPA funds, though work need not be completed until 2026. The three candidate projects the board discussed were the road in front of the county shop/25th Street corridor near the fairgrounds, a connector from the Country Club to the bypass, and G Road from the railroad tracks to Highway 34.
Harv (speaker S6), who oversees roads work, estimated those three projects were each "probably all gonna lay somewhere in the $250,000 range" as a rough, informal figure. Commissioners stressed the need to clarify jurisdictional boundaries with the city on 25th Street so the county does not create piecemeal improvements along city/county lines.
"It would just be getting the ball rolling to get bids and specs and figure out where that line is out on 25th Street," the chair said, and the board voted to move forward with the bidding process and to explore partnering with the city to create contiguous sections that attract contractors.
Commissioners noted ARPA balances of roughly $5.6 million and discussed reserving some funds for maintenance items (mastic and crack sealant) while using a portion for larger paving contracts. The motion directs staff to prepare accurate estimates and solicit bids; no contract awards were made at the meeting.
