CFO flags insurance, transportation pressure as superintendent previews efficiency study and CTA demand

Scott Johnson, the district’s chief financial officer, presented November reports and early FY27 discussion topics, telling the board the unrestricted fund had received $111.5 million as of Nov. 30, representing about 38.7% of the year’s revenue budget. He said year‑to‑date interest earnings were roughly $725,000 compared with a $900,000 budgeted target and that encumbrances stood at $185.2 million with expenditures of $89.6 million.
Johnson flagged fiscal stress in two categories: transportation and fixed charges, the latter driven by employee group health, dental and vision insurance encumbrance adjustments. He explained that the district would reduce the insurance encumbrance to better reflect projected FY26 costs and cautioned that the available balance shown will decline as the fiscal year progresses.
"We are less than halfway through the fiscal year," Johnson told the board, and cautioned that some wage costs are not yet encumbered and available balances will shrink.
Board member Paul Harrison expressed concern about reliance on fund balance to smooth the budget, saying the district is already targeting use of approximately 11.7% of fund balance for FY26 and urging caution ahead of FY27 as state allocations remain uncertain.
In separate remarks, Dr. Newsom delivered the superintendent’s report and said the district has seen stronger than usual interest in the Career and Technology Academy (CTA), noting an open house and an application deadline for the class of 2028 on Jan. 30. He also said the district received the first draft of a comprehensive efficiency assessment—"well over 500 pages"—of central office operations and that project manager Dr. Joanne Cox will present the final report on Feb. 12 to inform a strategic plan.
Dr. Newsom also announced the new Superintendent Lighthouse Awards to recognize students and staff monthly, and highlighted local school programs and student community support following a nearby apartment fire.
