Three affordable-housing proposals introduced; council told applicants may seek city support for tax-credit scoring

City staffer Philpott gave an overview of the Low-Income Housing Tax Credit (LIHTC) program and introduced three pre-applications in the region. Philpott explained the state scoring process and said local government support and fee waivers can add points in the competitive allocation.
The three proposed developments are: • Pioneer Crossing (Old Spanish Bluff Road) — approximately 80 units, targeting families. • Elm Grove Apartments (University Drive) — about 66 units; developers said the project could be targeted to seniors or families depending on council preference. • A proposed Natchitoches Mixed Income Senior Community (Colonial Drive, near the Daley Sentinel property) — targeting seniors.
Philpott said all three sites are zoned appropriately (B-2 General Business) and that applicants are seeking, when they file, a council resolution of support and a $250 fee waiver to maximize state points. No council action was requested tonight; staff expects these items to return for consideration, tentatively in early January.
