Nacogdoches council authorizes negotiations with Goodman for downtown implementation plan

The Nacogdoches City Council voted to authorize the city manager to negotiate an agreement with Goodman Corporation to develop implementation strategies for downtown Nacogdoches, including parking, redevelopment of buildings, drainage, utility capacity and potential funding sources.
Mike New, executive director of development and infrastructure, told the council Goodman achieved the highest overall rating from staff after scoring firms on qualifications, project experience and technical approach. "After all these firms were scored, Goodman Corporation achieved the highest overall rating, and staff is seeking council approval to enter into negotiations with Goodman," New said.
Scope and timing: Staff said the anticipated term is approximately six months and emphasized that deliverables and payment will be tied to tasks and milestones in the contract. Council members pushed for clear, actionable deliverables and for staff to manage consultants actively to avoid creating a plan that sits on a shelf.
Partnerships and priorities: Council and staff discussed possible partners, including Stephen F. Austin State University, the Texas Department of Transportation and Brazos Transit District; staff noted use of prior downtown planning data and an emphasis on low-cost, achievable projects that can unlock grant or state funding.
Vote and next steps: A motion to authorize negotiations was made and carried unanimously. Staff will return with a negotiated scope and contract amendment for formal council approval and told council it aims to present at the second meeting in January.
