San Felipe‑Del Rio CISD approves $812,152 turf contract for two middle school practice fields

The San Felipe‑Del Rio CISD Board of Trustees on July 15 approved a contract award to Field Turf USA for artificial turf practice fields at San Felipe Memorial Middle School and Garfield Middle School and adjusted general fund balance commitments to cover the project.

Amy Childress, presenting the business and finance item, told trustees the district received four bids for the turf project and asked to commit an additional $162,152 to the previously committed $650,000, bringing the committed total to $812,152. She read the bids into the record: Mascot Holdings LLC — $930,852.08; Field Turf USA — $812,152; Helles Construction — $1,098,120; and ACT Global — $927,139. Childress said Field Turf USA was the lowest evaluated bid and recommended awarding the work to that vendor. The administration asked the board to authorize the superintendent to sign a contract not to exceed $950,000; the board approved the recommendation and the contract award.

A trustee asked that bid documentation be added to the record for transparency; administration said staff would enter the bids into the record and that evaluation work had been done by district staff. Board members also noted prior work by Field Turf USA at district sites and said the company has provided acceptable work in the past.

The board approved the fund‑balance modification and the contract award by unanimous motion. The agenda item record shows the project will be paid from operations committed funds (fund 170).
