School board adopts VSBA policy updates, holds one policy for later review

The Rockingham County School Board voted unanimously to adopt a package of policy updates provided by the Virginia School Boards Association, excluding one policy the board decided to hold for additional discussion. The votes formalized the board’s move to use VSBA-vetted language for many administrative policies.

Board members asked questions during the discussion about specific provisions, including language on school safety drills, parent notice for student surveys, and charter school policy obligations. Becky Tennant, who presented the policies, confirmed the proposed revisions were the same VSBA templates the division shared with the community in June.

Board members asked to hold policy BGGBD (procedures for board visits to schools) for additional conversation about local expectations and to consider whether language adopted verbatim from VSBA matched local practice. The motion to approve the superintendent’s recommendation but exclude BGGBD passed on a voice vote, 5-0.

Superintendent Dr. Shiflett and staff explained the rationale for moving toward VSBA templates: the association’s policies are legally vetted and easier to update as state guidance changes. A board member noted the policies were public and other divisions had adopted the same VSBA language since June.

The board also discussed parent-notification provisions for surveys and the division’s practice of communicating with families; staff said certain survey uses are tied to grant applications and that parent permission is a typical part of those processes.

The board did not vote on BGGBD and directed staff to return with further information and discussion at a future meeting before taking final action on that policy.
