State budget proposals could add $4.3 million to Rockingham schools; board told county negotiations continue

Justin Moyers, presenting the division’s preliminary budget outlook, told the board the governor’s proposed budget would produce a subtotal of about $95,468,537 for Rockingham County Public Schools — roughly $4.3 million more than the current year — and includes a compensation supplement that equates to a 3% raise in the governor’s draft. Moyers also noted that the House and Senate proposals released the prior week could add roughly $2.5 million on top of the governor’s figures and that both chambers included a 1% staff bonus in their drafts.
Moyers emphasized revenue volatility: state distributions are partly tied to sales tax receipts and the division’s composite index and average daily membership. He said federal revenues are expected to remain near current levels (a little under $6 million in the presentation) and that local negotiations with the county over the local share are ongoing. Moyers recommended continued planning while acknowledging the board cannot yet count on all proposed increases until the legislature and governor finalize the budget.
Board members asked whether new state allocations would require local matches; Moyers said portions typically require matching and that roughly half of some streams are matched locally. The district will continue refining requests and preparing for the next stages of budget review.
