Council members praised Breeland's tenure and leadership. Council member David (speaker 5) moved to approve the voluntary exit agreement and the motion passed unanimously; Council Member Holiday (speaker 12) seconded the motion. The mayor said the council agreed that Norma Martinez, the city's real estate manager, would serve as a steward for the organization through July 1 and remain available to advise the council through the end of the year.
The council did not vote on a successor at the meeting. Council members said the agreement aims to preserve continuity while staff and elected officials prepare for the next chapter in administration. The council adjourned shortly after the vote.
