River Valley district told it "exceeds expectations" on state report card; third-grade reading flagged

Administrator Lauren presented the district's 2023–24 state school report card, reporting an overall accountability score of 74.1, which the state determines corresponds with "exceeding expectations." She told trustees River Valley's growth measure in English language arts and mathematics stood at 80.3, placing the district near the top among the 31 districts in the CESA 3 region for growth.
Lauren highlighted the district's strong performance for targeted-group outcomes (the state's measure of progress for students in the bottom-performing groups), where River Valley ranked in the top five in the region. At the same time, she warned that the district's "on track to graduation" quadrant is being pulled down by third-grade reading performance, which administrators and teachers cited as a targeted area for intervention.
Trustees heard that the accountability score reflects systemwide indicators from last year's assessments and is intended to evaluate district systems rather than single-day student test results. Lauren credited targeted interventions, small-group instruction, and tiered supports for the growth measures and said the district will continue to focus on third-grade literacy as part of the improvement plan.
Separately, the board later approved policy changes that will require a civics class for the graduating class of 2027; administrators said those policy updates reflect curriculum and graduation-requirements alignment going forward.
