Referendum projects on track, staff says; phase 1 bids due for early-2026 work

District staff updated the Finance & Resource Committee on progress under the district referendum, saying several major projects are complete and others are entering design and bidding phases.
A presenter told the committee that roofing projects at Eisenhower and Roosevelt were completed under budget, while the Montessori gym-floor project was slightly over its estimate; savings from the under-budget projects will return to the referendum budget. Staff said they are in the design-development phase for Eisenhower, Madison, Roosevelt and Washington, with construction documents to follow over the next months.
Staff described phase 1 as work that did not require long lead time or extensive design — largely exterior-door work and similar items — and said a bid walkthrough for phase 1 occurred on the day of the meeting. “It’s expected that… construction… would begin in February and occur over the next 4 or 5 months, and that work can be completed this summer,” the presenter said.
Looking to 2026, staff said owner-directed roofing for Washington and Madison is planned and they will attempt to include Jefferson’s roofing in 2026 as well, but acknowledged the bidding climate could limit contractor capacity. To attract bidders, staff said they may partition large scopes of work among multiple qualified contractors.
Timing and next steps: staff will update the board in December even if phase-1 bids are not yet returned; if bids are still pending, staff expects to present bid results in January or February so the board can review confirmed costs alongside the verified phase-2 budget.
No formal action on construction contracts was taken at the committee meeting; staff asked for continued direction and confirmed the committee will receive updates at upcoming board and committee meetings.
