O'Fallon council approves zoning change for shed, multiple ordinances and city purchases; votes at a glance

The O'Fallon City Council on March 27 debated a contested conditional-use permit for a backyard shed and approved several ordinances and resolutions across infrastructure, zoning and procurement.
Shed permit (Bill 77-35): After public comment from resident Jamie Biggs and extended council discussion about a '.1' amendment that would have required removal of an existing shed, the body reconsidered and voted to approve Bill 77-35 without the removal amendment. The final vote on the ordinance was 7–2; the measure became ordinance 7195. Staff explained the zoning code is being updated to raise the allowable shed size from 150 to 200 square feet and clarified that lot-coverage limits remain in force.
Other ordinances: The council approved multiple measures on final passage, including Bill 77-34 (conditional use permit to allow a boutique movie theater at 900 Caledonia Drive), which passed and became ordinance 7194; Bill 77-36 (amendments to the city code relating to public storm sewers and stormwater detention), which became ordinance 7196; Bill 77-37 (acceptance of sanitary sewers and water mains dedication for Planet Fitness), which became ordinance 7197; Bill 77-38 (Deer Road and Dyer Road reconstruction authorizations), which became ordinance 7198; and Bill 77-40 (record plat approval for Brookside addition phase 4), which became ordinance 7199. Most of those measures passed on unanimous council votes.
Resolutions and purchases: Council approved Resolution 3-27-2025 C authorizing purchase of Blauer NC certified high-visibility polo shirts for the police department in an amount not to exceed $26,000, funded from drug-seizure proceeds. A public commenter had objected to the cost; staff responded that the purchase fits the authorized uses of forfeiture funds. Council also approved Resolution 3-27-2025 D, a multiyear agreement with Ultimate Kronos Group for a new timekeeping system; council votes were 9–0 on both resolutions.
Closed session motion: The presiding officer moved to recess into closed session citing statutory exceptions for legal actions, real-estate negotiations and sealed bids/contracts; the council voted to go into the closed session as recorded in roll call.
Why it matters: The shed permit vote resolved a visible, local property-rights dispute and anticipates an upcoming zoning-code change; the ordinances advance several infrastructure projects and routine municipal approvals. The procurement approvals prompted public questions about cost and funding sources but were supported by staff justifications and unanimous votes.
