Council hears proposals for Playfield Commons rezoning and approves Caledonia Flats conditional use permit with conditions

At the Jan. 9 meeting the council heard a presentation from Josh Marcus (Stock and Associates) on behalf of owner Andy Patel about a proposed rezoning and three conditional-use permits for O'Fallon Playfield Commons, a mixed-use sports-complex project off Veterans Memorial Parkway and Bridal Road. Marcus described the site plan, buffers to adjacent residential uses, and that the project would include an indoor sports facility, banquet hall and a food-truck/ bourbon-garden area. He said the rezoning request is consistent with the city's comprehensive plan and that necessary services are available to the site.
During the same agenda the council considered Bill 77-15, a separate conditional-use permit application for Caledonia Flats (211 Rush Way), presented by Steve Valentine for Caledonia Real Estate Holdings. Valentine described a revised mixed-use plan with 96 apartments (mostly one-bedroom), 13 owner-occupied condominiums, about 6,000 square feet of ground-floor retail, and 232 parking spaces (26 covered). He said a parking engineer confirmed the site's compliance with parking requirements and presented a fiscal-impact summary that projected net revenues to the city.
Councilman Bibb moved to suspend the rules to allow final reading and adoption the same night. Bibb also read three conditions added to the ordinance (as reflected in the revised background): a prohibition on short-term rentals for apartments with a minimum 90-day lease term; a one-year mandatory owner-occupancy period for the condominiums before any renting is permitted (with a minimum rental term thereafter of one year); and the installation of three speed dips on roads around the property with locations to be approved at the construction review stage. The applicant accepted the conditions on the record. The council voted 8–0 on second reading to adopt Bill 77-15, which became Ordinance No. 7171.
Marcus's Playfield Commons rezoning and three related conditional-use items (Bills 77-11 through 77-14) were introduced by title on first reading; no final votes on those bills were recorded that evening and the council closed the public hearing on those items after applicant comment and citizen input. The record will show additional review and a future council action for those rezoning/conditional-use requests.
Next steps: Caledonia Flats may proceed to site-plan and permitting processes subject to the conditions read into the ordinance; Playfield Commons items remain in the legislative pipeline for later consideration.
