The administrator said prior discussions included a promise that an abatement and demolition would occur, but noted the village's limited revenue base—stated in the meeting as roughly $104,000 in county property tax revenue and about $140,000 in other local tax revenue annually—and growing construction costs that affect the ability to complete abatement and redevelopment.
The administrator said additional testing is required to make a competitive grant request and that a test planned for October will cost around $15,000, a step needed before finalizing grant figures. They encouraged White to share photographs of the site and said earlier commitments would be revisited as the village refines its grant ask and timeline.
Board members and staff agreed to review the photos and follow up with the village administration on abatement timing and opportunities for funding; no enforcement action or immediate contract was approved during the meeting.
Next steps described at the meeting included staff review of submitted photos, further testing to support grant applications, and continued coordination between district and village officials on redevelopment possibilities.
