Board approves monument sign for 1400 North Washington Avenue

The Titusville Board of Adjustments and Appeals voted Jan. 25 to approve variance 3-2026 allowing a monument ground sign that exceeds the sign-code surface-area limit at 1400 North Washington Avenue.
Staff told the board the applicant's proposal included a monument sign with an overall structural area of about 350 square feet and a copy area calculated at 150 square feet, and recommended denial because, in staff's view, the request did not demonstrate special conditions unique to the property that would prevent reasonable use under existing sign rules. Staff cited LDR section 32-9 and the standard variance criteria read into the record.
Marshall Stanton, the project manager and sign contractor representing Temple Baptist Church, said the copy area complies with the code and that the additional surface area is tied to architectural elements'stone columns, a stone base and an arch'intended to beautify the property. "The sign area where the cuts are the copy area of the sign does meet the code requirement of a 150 square feet," Stanton said, adding the site's setback from U.S. 1 because of the rail-trail reduces visibility and motivated the design.
Members debated whether the roughly 100-foot setback from the roadway because of the East Central Florida Regional Rail Trail creates a hardship. Several members said the monument design is preferable to a 35-foot pole sign and that the architectural features help with visibility at higher speeds.
Member Beckles moved to approve the variance as presented; the motion was seconded and passed on roll call. Chairman Taylor told the applicant the board looked forward to seeing the installed sign.
The variance approval allows the monument-style sign shown in the application mock-up (packet page 19); staff had noted alternatives that could achieve visibility within the 150-square-foot copy limit. The board did not attach additional conditions beyond the usual permitting process.
Actions recorded: variance 3-2026 approved. The permit and final plans must follow city permitting procedures before installation.
