The council approved construction of a parking base for a new gun range and agreed staff could spend modest extra funds for a soft opening and later adjust the budget.
A staff member identified as Ryan described a $9,100 quote for road base, hauling and compaction to create a parking area that would serve as an adequate base if the council decides to pave later. Ryan asked the council for an additional roughly $3,000 to cover soft-opening event costs such as a tent, chairs and refreshments.
Council members said the parking-lot item was the only action needed on the agenda and approved the parking-lot expenditure by motion and second. The council agreed staff could use available project or council funds to cover the small soft-opening expenses and then reconcile the appropriation at the next budget adjustment.
Council also noted a larger $500,000 gun-range project budget exists but specific line-item approvals for that larger amount are still pending. Staff said the $9,100 parking-base quote would come from the gun-range budget and that the soft-opening costs could be reimbursed to the approving staff member later if necessary.
The council asked staff to follow normal procurement and budget-adjustment procedures for any expenditures beyond staff limits.
