Several Roosevelt residents used the public-comment period to describe persistent problems with a neighboring household whose behavior they say has resulted in frequent police responses and constant surveillance.
“Terry Stringham” told the council his neighborhood has been the site of repeated law-enforcement calls for about two years and said the number and frequency of calls have driven neighbors to move. He said the pattern has limited children’s outdoor time and damaged neighborhood cohesion.
Neighbor Rachel Gibbons said the same resident has frequently recorded her children and that she pursued a civil stalking injunction that was dismissed. “She has a security camera on the corner of her property … that security camera points directly into my yard,” Gibbons said, and called the behavior “technically not illegal, but it's wrong.”
Another commenter, who was addressed in the meeting as Labram, urged enforcement of the city’s public nuisance ordinance and said citations should be applied if the conduct meets the nuisance standard. Sarah Abraham, who said her in-laws live in the block, recounted a Fourth of July dispute in which the neighbor called police when children used small fireworks.
The council thanked speakers for coming and acknowledged the city and police are aware of the situation; members asked staff and law enforcement to follow up. The transcript shows multiple residents urged citations or other enforcement steps, and at least one speaker referenced Utah statute language on stalking when describing civil remedies.
The council did not take formal enforcement action during the meeting; rather, council members acknowledged the concerns and discussed that enforcement options exist under public nuisance rules and local citation authority. Residents said they expect the council and city attorney to pursue remedies.
