Auditor outlines additional appropriations, capital repairs and equipment leasing; council places related ordinances on the table

Auditor Miss Piquoy reviewed multiple funding needs and proposed additional appropriations during the Committee of the Whole on April 10. She said the village needs to cover a $100,000 tax-refund line, requested a $55,000 appropriation for professional services (including $24,000 for pool-roof painting and about $20,000 for cameras for city hall and mayor’s court), and proposed putting $500,000 into capital improvements to address deferred maintenance.
The auditor said two large retaining-wall projects — one behind the pool and one by the Baker Avenue parking lot — have begun early-stage work (surveys and engineering) and that contractors asked to see funding commitments; she described the projects as "major" and said she was providing a high-side estimate while final bids and engineering details are pending. She also updated council on a leasing arrangement for three salt trucks (lease payments she calculated through the end of the year) and said the new line-item coding will reflect the equipment leasing plan.
Council moved to place an additional-appropriations ordinance and a Greenlee Avenue contract ordinance on the table for the next council meeting so members can review the details and vote on formal appropriations and contract awards. Mr. Schultmeyer moved to table the additional-appropriation ordinance; the motion was seconded and carried. Service Department head Gus Sutchel announced bids for the Greenlee Avenue street project will be opened April 16 and moved to place an ordinance on the table to approve whichever contractor is awarded the bid, to prepare for the April 24 council meeting. The motion to table the Greenlee Avenue contract ordinance was seconded and carried.
Law Director Valerie said she is reviewing recent mayor's-court procedure changes and will advise whether ordinance amendments are needed. The auditor noted several requested appropriations are preliminary and that council will be asked to vote on them at upcoming meetings once staff presents final contract numbers and estimates.
