St. Bernard council adopts two emergency ordinances, approves Greenlee Avenue contract share of about $491,886

The St. Bernard Village Council voted unanimously to adopt two emergency ordinances during its April meeting, approving budget transfers and authorizing a contract for the Greenlee Avenue improvements project.
Ordinance 13, read by the clerk, directs the auditor to transfer funds, appropriate additional funds, and create a new line item. Councilmember Schultmeyer moved to suspend the second and third readings and, after a successful roll call suspension vote, moved to adopt the ordinance. The motion to adopt passed on a 7‑0 roll call and the ordinance was adopted as read.
The clerk then read Ordinance 14, which authorizes the director of public safety and service to enter a contract with Adlita, Inc. for the Greenlee Avenue Improvements project and declares an emergency. Council again suspended the second and third readings by roll call and then adopted the ordinance 7‑0.
Mayor Jonathan Stuchill provided cost context for the Greenlee project, saying the village’s portion of the project is identified as $964,182.34 but that grant funding reduces the village’s obligation. “We do have a 51% obligation, which basically equates to $491,885.99,” Stuchill said. Councilmember Brickwood added the village expects Greater Cincinnati Sandy Water Works to pay its own portion and said the village is working to avoid paying that portion up front and seeking reimbursement if necessary.
Both ordinances passed 7 ayes, no nays, and were declared adopted as read. The council scheduled an executive session on pending litigation for the end of the meeting.
What’s next: Ordinance 14 authorizes the safety and service director to finalize a contract with Adlita, Inc.; the mayor and staff will proceed with project implementation and grant reconciliation as described at the meeting.
