Jeffrey Smith, who identified himself as a resident at 4607 Hager, used the public-comment period on July 10 to tell council he has compiled extensive records and plans to make them public.
"I have a binder for every single one of you in here, a personal binder," Smith said. He said sealed letters were being delivered to some officials that night and that he would return on July 24 to present a "full record," adding, "At that point, I will not come to any more meetings. I will not reach out to you guys anymore. That's it. At that point, the full record will be presented. The public will hear everything, and the door will close for good faith resolution." He named several people whose binders he said he has, including "Peggy Brickway," "Ray Culberson," and "Jonathan Stuchel," and offered to read from the binders if anyone requested it that evening.
Council did not engage in extended discussion with Smith during the public-comment period. The mayor and other officials later reconvened in executive session on pending litigation. Smith's statements were presented as allegations; council did not take any immediate formal action or express that it had received the materials he described.
