Several trustees also urged inclusion of concerns about charter schools: counsel and trustees noted that as charter operations grow, districts increasingly face administrative and liability responsibilities while not receiving commensurate control or revenue, and recommended the consortium evaluate whether statute should better align charter responsibilities and sponsor obligations.
Legal counsel also raised a related point about rising litigation and proposals to raise sovereign immunity limits. Counsel urged the district and its associations to oppose increases to sovereign immunity caps because higher statutory liability caps would shift costs to local budgets.
Board members agreed to forward their top priorities to staff for compilation and to send each trustee's top five items to district staff by the early September deadline so staff can submit a consolidated list to the consortium for the Sept. 13 meeting.
