Deputy Mayor David Gallen was present for the hearing, Jackson said, but no members of the public provided oral testimony. Jackson paused the hearing briefly to allow any traveling attendees time to arrive and repeatedly invited comment before declaring the hearing closed at 11:09 a.m.
