The Mocksville Town Council approved a staff recommendation to pay the outstanding balance on an interfund loan that originated from a 2017 resolution. Lehi (town staff) told the council the enterprise fund originally owed the general fund $1,000,000 and that the remaining balance is now $600,000; the original repayment schedule called for $50,000 annual payments, and staff recommended moving funds from the enterprise fund to the general fund to pay the loan off. A motion to approve the payoff was made by Justin with a second from Carl and was adopted by the council.
During final staff communications, new Town Manager Lee Rollins briefed the council about private-sector interest in town recreation projects. Rollins said the company (SBA Home) discussed at the budget session has offered to commit to paying for four pickleball courts and that the company has proposed spreading payment over five years if the town installs the courts. "As of this morning, they want to commit to paying for 4 pickleball courts," Rollins said; he told the council he would return with a written agreement for formal review.
Why it matters: Paying the interfund loan clears a long-standing internal obligation and simplifies the town's fund balances; a company pledge to fund public recreation infrastructure could accelerate construction but requires a formal agreement and council approval of any installment arrangement.
Votes at a glance: The motion to pay off the interfund loan carried (mover: Justin; second: Carl). The consent agenda (minutes approval) and other procedural motions were also approved earlier in the meeting. The council later voted to enter a closed session under NCGS 143-318.11 to discuss real estate.
Next steps: Staff will complete the interfund transfer to retire the $600,000 balance and return with a proposed agreement between SBA Home and the town describing the pickleball-court payment schedule, scope and any conditions attached to the pledge.
