Clarkdale approves Midtown pressure‑reducing valve stations; contract authority capped at $670,000

At the Oct. 14 Clarkdale Town Council meeting, staff recommended and the council approved the Midtown pressure‑reducing valve (PRV) station project, authorizing the town manager to execute Summit Construction's proposal and to approve change orders up to a total project cost not to exceed $670,000.
Utilities Director Josh described PRVs as devices that "control and reduce excessive high pressure to protect water mains, service lines, plumbing, fixtures, and appliances from damage caused by pressure fluctuations or high municipal supply pressures." Staff said four PRV stations would be installed at Sky Drive, Antelope Drive, Black Hills Drive and Old Jerome Highway to lower excessive municipal supply pressures and help stabilize fire flows.
Josh told the council the written Summit Construction proposal was estimated at about $607,900; staff recommended authorizing the contract and change orders up to $670,000 to allow for contingencies and additional work. He said the project aligns with the town's capital planning and that available budget adjustments (including funds returned from a Haskell Springs tank rehab line item) would cover the difference.
Council Member Jones moved approval and Vice Mayor Hunstetter seconded. The motion passed on a voice vote. Staff will proceed with contract execution and project scheduling.
